Deanna Lagun

Head of Safeguarding

Deanna qualified as a Registered General Nurse in 1986 and then specialised in intensive care nursing of adults and children.  During the 9 years spent working on ICU she completed her Further Education Teaching Certificate and a BA (hons) in Health Studies. Whilst working on ICU she developed an interest in non-accidental injuries in children and how health inequalities impacted upon children and was seconded to undertake her health visiting training which she completed in 1995.  She then worked for 5 years in a very deprived area of Newcastle gaining experience in child protection, community development and led on a range of parenting programmes.  In 2000 Deanna started working for NHS Direct as a Nurse Advisor where her health visiting experience enabled her to support the development of a range of paediatric algorithms and training programmes.  She returned to health visiting in 2002 and spent time working as a specialist health visitor for asylum seekers and the homeless as well as undertaking a “Change Activist” role.  She also provided health visiting support to a residential family unit where families from all over the UK were provided with 24 supervision to assess their parenting capacity.  During this time she built on her experience of court work – assessments, report writing and providing evidence in Magistrate, Family and Crown Courts – working closely with social workers and police colleagues.


In 2004 Deanna commenced her specialist career in child protection after becoming a Child Protection Nurse Advisor and then the Named Nurse for Newcastle Primary Care Trust in 2005; managing a team of nurses and working closely with other Named and Designated Staff.  In 2008 she commenced her Masters in Child and Family Law and was awarded her LLM in 2010.  She became the Designated Nurse for Safeguarding Children in Sunderland TPCT in 2009 and her role was expanded to cover safeguarding adults in 2010.  In 2013 her role changed with the establishment of the CCG and today she is the Head of Safeguarding, leading the team of named and designated GPs, Nurses and Paediatricians in ensuring the CCG complies with its statutory responsibilities and working collaboratively with a range of partners to support both the Local Safeguarding Children Board and the Safeguarding Adults Board, as well as the Community Safety Partnership; 3 statutory boards tasked with ensuring there are safe and effective arrangements in place in Sunderland to safeguard and promote the welfare of children and vulnerable/at risk adults.

Richard Scott

Designated Nurse Safeguarding Adults

Richard qualified as a Registered Mental Health Nurse in 1992. From 1997 Richard worked in a range of commissioning roles across Health and Social Care.   In 2008 Richard was a Commissioning Manager for Sunderland Primary Care Trust before moving to a Continuing Healthcare Lead/Quality Improvement position.   In 2013, he became Designated Nurse Safeguarding Adults for Sunderland CCG.

Vicky Smith

Lead Nurse safeguarding and designated nurse LAC

Vicky qualified as a Registered General Nurse in 1992, following a career change as a medical representative which allowed Vicky to develop experience regarding the economics of health care across the range of Providers. Vicky returned to nursing in 2000  with the aim of following a career in health visiting, qualifying in 2002 Vicky worked as a  health Visitor in various localities across County Durham where she developed experience and a passion for safeguarding children and clinical quality which led to a Senior Nurse Safeguarding role at the University Hospital North Tees in 2012.

Whilst working in Teesside Vicky had opportunity to support the Designated Nurses within  HAST and S Tees CCG supporting Primary Care. In 2017 Vicky became Named Nurse for Safeguarding at South Tyneside Foundation Trust and began her Designated Nurse Children Looked After role for both Sunderland and South Tyneside CCG in November 2018.


Chloe Busby

Safeguarding Nurse - Adults and Children

Chloe qualified as a registered adult nurse in 2013 gaining experience in a range of areas such as; elderly care, cardiothoracic surgery, neurorehabilitation, orthopaedics and intensive care. After undertaking further training, Chloe also qualified as a registered midwife in 2016 whereby, she gained experience in central delivery suite and community midwifery care. Chloe then worked in neonates where she became more actively involved with safeguarding within the role, developing an interest in the area. Chloe started at the CCG in January 2018 as the Safeguarding Nurse for adults and children.

Anna Davidson

Safeguarding and Quality Admin Support Officer

Anna Davidson, joined the Safeguarding & Quality Team in October 2015 as an Admin Support Officer.  Anna re-joined the NHS in October 2010 and began working as an Admin Assistant for the Adult Weight Management Team then worked as a receptionist at Sunderland CCG.  Prior to this Anna worked as an Admin Assistant for ALSO UK (Advanced Life Support in Obstetrics) for over ten years.

Toni Taylor

Safeguarding & Quality Admin Support Officer

Toni joined the Safeguarding and Quality Team as Admin Support Officer in February 2018. Prior to this, Toni worked as Admin Manager for Wearside Women In Need domestic abuse charity for over 10 years.

Glenda Cowan

Safeguarding & Quality Admin Support Officer

Glenda joined the Safeguarding and Quality Team as an Admin Support Officer in September 2019. Prior to this Glenda worked for Together for Children / Sunderland City Council for 13 years in a number of different departments providing admin support for  Health and Safety, Special Educational Needs, Exercise Referral Programme and finally Child Protection (TFC).
